The decision
A team swap changes your available choices; a rating reveal reduces uncertainty about one current choice. You have five of each across the draft. Their purposes differ, so do not spend them interchangeably.
How it works
With four players selected and one missing Sentinel role, a suitable Sentinel can matter more than a second strong Duelist. Inspect the missing role first. If the roster has no suitable option, consider a swap.
Practical interpretation
The next roster is not guaranteed to be stronger. Decide from current information and role needs. A scouting badge is not an exact revealed rating, and spending every action is not an objective by itself.
